J-ever notice that in a public turlet, the damn paper dispenser is always mounted way too fucking low ?

Here's why:

It stems from a dumb lawsuit over handicap toilets about it being too high, as in over that handrail, so they had to move it under the rail, which is probably much worse for the majority of crips.

I guess they decided to just put them all too low in every stall to be uniform ?
